The Provincial Master Plan - Realizing the potential and aspirations of Ha Tinh
The Provincial Master Plan for 2021 - 2030, with a vision to 2050, is the orientation and development strategy that expresses Ha Tinh's long-term vision and aspirations soon to become a good province of the nation.
Define vision and development goals.
On November 8, 2022, Deputy Prime Minister Le, Van Thanh, on behalf of the Prime Minister signed Decision No. 1363/QD-TTg approving the Ha Tinh Provincial Master Plan for the period 2021 - 2030 with a vision to 2050 (the Provincial Master Plan). This is a meaningful milestone for the local government and people of Ha Tinh as the approved Master Plan is the legal basis, the driving force for the Province to exploit its potential and advantages and concretize its goals, tasks, and breakthroughs that the resolutions have set forth.

According to the Director of the Department of Planning and Investment, Tran Viet Ha, the Plan affirms the aspirations, vision, and development motivations of the Province. The Plan is built to ensure synchronization, unity, science, multi-dimensionality, and multi-field, opening the door for Ha Tinh to develop in a new era with higher, comprehensive, and inclusive goals.
The Plan’s objective is to build Ha Tinh to become one of the development poles of the North Central Coast and Central Coast region, striving to become a good province by 2030 among 20 provinces in terms of GRPD, developing the fields of culture, society, defense and security, social order and safety, and foreign policy stably and sustainably. And by 2050, Ha Tinh will be a modern industrial province with comprehensive and sustainable development, becoming a growth pole of the North Central region and the whole country.
To achieve this objective, the Master Plan outlines major orientations to create breakthroughs in development with four key economic sectors, including the steelmaking industry, post-steel manufacturing, and power generation; agriculture, forestry and fisheries; logistics service; and tourism.
Vung Ang Economic Zone, with the nucleus of Formosa steel factory, Vung Ang - Son Duong deep-water port cluster is identified as the growth driving force of the Province.
The Master Plan orients 3 urban centers, which are urban center around Ha Tinh City, of which Ha Tinh City is the nucleus and satellite towns connecting Ha Tinh City; the northern urban center is Hong Linh Town in association with Tien Dien Town, Xuan An Town, Nghi Xuan new urban area and its vicinity; the southern urban center with Ky Anh Town as the core, associated with Vung Ang Economic Zone and surrounding areas.
3 economic corridors, including the coastal plain economic corridor along with National Route 1, North-South expressway, and the coastal route; the economic corridor along National Route 8 from Hong Linh Town to Cau Treo International Border Gate Economic Zone; economic corridor in the western midland and mountainous areas associated with the Ho Chi Minh road.
The Master Plan also identifies four main foundations to achieve the goals: resources and human culture of Ha Tinh; digital transformation; synchronous infrastructure; innovation and perfecting institutions, and creation of a modern and transparent business environment. Along with the comprehensive development strategy, the Provincial Master Plan also sets out the direction of important breakthrough industries and fields, the orientation of spatial and territorial development, infrastructure development, and constructs a list of priority investment projects, etc.
Efforts to realize the Plan
Being planned as the nucleus of one of the three urban centers, Ha Tinh City has identified key tasks to focus on. Mr. Nguyen, Duy Duc - Vice Chairman of Ha Tinh City People’s Committee said: After the Provincial Master Plan was approved, the City coordinated with departments and branches to advise the Provincial People’s Committee to adjust the general planning of the City and its vicinity in association with the expansion of the City’s urban space, to implement steps to prepare and adjust construction plans for each ward and commune to be consistent with the Provincial Master Plan.

The Provincial People’s Committee approved the Scheme for constructing and developing Ha Tinh City which will have an appropriate scale, synchronous infrastructure, be modern and smart, and strive to become one of the central urban areas of the North Central region by 2025, with a vision to 2030. Accordingly, the City is promoting and implementing many key projects such as infrastructure projects prioritizing urban development, adapting to change climate funded by the ADB; strategic road projects connecting the inter-region (the project of the East Ring Road, the extended Xuan Dieu Street, the extended Nguyen Du Street, the extended Ngo Quyen Road to the west connecting with the North-South highway, etc.). The City is also coordinating with departments and branches to propose investment in lengthening Xo Viet Nghe Tinh Road to the East as a premise for shaping a coastal city in the future.
Sticking to the development orientations of industry and services following the Provincial Master Plan, the Department of Industry and Trade also implemented the planning goals. According to Mr. Hoang, Van Quang - Director of the Department of Industry and Trade, the Department held a conference to disseminate supporting policies and plans to develop industrial clusters integrated into the Provincial Master Plan to localities and businesses. The Department is also promoting the development of advantaged products such as steel, steel products, textiles, and power production; increasing attracting investment in the manufacturing and processing industries, supporting industries, and power generation projects; attracting investment in the construction of infrastructure of industrial clusters and secondary projects.
The Industry and Trade sector focuses on developing advantaged products such as steel, steel products, textile, and packaging.
In the field of services - trade and logistics services, the Department of Industry and Trade is strengthening trade promotion activities, e-commerce development, synchronously building a wholesale and retail network and commercial infrastructure, improving product quality and developing export markets, implementing a Scheme for promoting export activities associated with the development of logistics services in the period of 2021-2025.
As an agency advising and assisting the Provincial People’s Committee in managing planning and investment, the Department of Planning and Investment promptly implemented the tasks to realize the Master Plan gradually.
Mr. Tran, Viet Ha - Director of the Department of Planning and Investment said that after the Master Plan was approved, the Province carried out propaganda and posted the content of the Plan on the mass media to let the businesses and the people know the primary and core contents of the Plan. At the same time, the Department also constructed an implementation plan to ensure the synchronization and rhythm between all levels and sectors, directed departments, agencies, branches, and localities to review, adjust, supplement, and set up new relevant plans, and concretized the contents of the Provincial Master Plan into the socio-economic development program in 2023; is focusing on attracting investment in projects according to the planned orientations. In particular, the Department of Planning and Investment and other units are focusing on preparing for the announcement ceremony of the Provincial Master Plan and investment promotion, which will take place at the end of this May.
The main road has been opened. The active participation of all levels, branches, and localities has shown the unity of will and determination to act to implement the planning objectives and tasks successfully. With the spirit of the high resolution of the political system and the people, Ha Tinh will gradually realize the Plan and create breakthroughs in the new development era.
